2、s.Thereasonsforsuchdifferencesincludedifferencesinprevalenceofparticularfoodsafetyhazards,nationalchoiceaboutmanagementoffoodsafetyrisksanddifferencesinthehistoricaldevelopmentoffoodcontrolsystems.2.Insuchcircumstances,andinordertofacilitatetradewhileprotectingt

3、hehealthofconsumers,anexportingandanimportingcountrymayworktogethertoconsidertheeffectivenessofsanitarymeasuresoftheexportingcountryinachievingtheappropriatelevelofsanitaryprotectionoftheimportingcountry,consistentwiththeprincipleofequivalenceasprovidedforintheW

4、orldTradeOrganizationAgreementontheApplicationofSanitaryandPhytosanitaryMeasures(WTOSPS2Agreement).3.Applicationoftheprincipleofequivalencehasmutualbenefitsforbothexportingandimportingcountries.Whileprotectingthehealthofconsumers,itservestofacilitatetrade,andmin

5、imizethecostsofregulationtogovernments,industry,producers,andconsumersbyallowingtheexportingcountrytoemploythemostconvenientmeansinitscircumstancestoachievetheappropriatelevelof3protectionoftheimportingcountry.4.Importingcountriesshouldavoidtheapplicationofunnec

6、essarymeasureswhentheyhavealreadybeencarriedoutbytheexportingcountry.Importingcountriesmaybeabletoreducethefrequencyandextentofverificationmeasuresfollowingajudgmentofequivalenceofmeasuresappliedintheexportingcountry.SECTION2–SCOPE5.Thisdocumentprovidesguideline

7、sonthejudgementoftheequivalenceofsanitarymeasuresassociatedwithfoodinspectionandcertificationsystems.Forthepurposeofdeterminingequivalence,thesemeasurescanbebroadlycharacterizedasinfrastructure;programmedesign,implementationandmonitoring;and/orspecificrequiremen
