1、CAC/GL48-2004Page1of6MODELCERTIFICATEFORFISHANDFISHERYPRODUCTSCAC/GL48-2004INTRODUCTIONCertificationisonemethodthatcanbeutilizedbyregulatoryagenciesofimportingandexportingcountriestocomplimentthecontroloftheirinspectionsystemforfishandfisheryproducts.Tohelpfacilitateinternationaltrade,then

2、umbersandtypesofcertificatesshouldbelimitedandcouldbepromotedthroughinternational(Codex)modelcertificates.Notwithstanding,alternativestotheuseofofficialandofficially1recognizedcertificatesshouldbeconsideredwhereverpossible,inparticularwheretheinspectionsystemandrequirementsofanexportingcou

3、ntryareassessedasbeingequivalenttothoseoftheimportingcountry.Theestablishmentofbilateralormultilateralagreements,suchasmutualrecognitionagreementsmayprovidethelogicalbasisfordiscontinuingwiththeissuanceofcertificates.SCOPEThemodelcertificatesapplytofishandfisheryproductspresentedforinterna

4、tionaltradethatmeetfoodsafety,wholesomenessandconformitytofoodproductionrequirementsoftheimportingcountry.Animalandplanthealthmattersarenotcovered.Whereadministrativelyandeconomicallyfeasible,certificatesmaybeissuedinanelectronicformatprovidedthattherelevantauthoritiesofboththeimportingand

5、exportingcountryaresatisfiedwiththesecurityofthecertificationsystem.Certificatesshouldadequatelydescribeoneorseverallotsorbatchesofproduct’scompliancewithregulatoryrequirementsbasedonregularinspectionsbytheinspectionservice.Additionalexaminations,analyticalresults,evaluationofqualityassura

6、nceproceduresorproductspecificationsmayalsobeattestedto.DEFINITIONS2Certificationistheprocedurebywhichofficialcertificationbodiesorofficiallyrecognizedcertificationbodiesprovidewrittenorequivalentassurancethatfishandfisheryproductsortheircontrolsystemsconformtorequirements.Certificationoff

7、ishandfisheryproductsmaybe,asappropriate,basedonarangeofinspectionactivitieswhichmayincludecontinuouson-lineinspection,auditingofqualityassurancesystems,andexaminationoffinishedproducts.CertifyingBodiesareofficialcertificationbodiesandofficiallyrecognizedbodie
