1、UtilizingCollaborationTheorytoEvaluateStrategicAlliancesREBECCAGAJDAABSTRACTIncreasingly,collaborationbetweenbusiness,non-profit,healthandeducationalagenciesisbeingchampionedasapowerfulstrategytoachieveavisionotherwisenotpossiblewhenin-dependententitiesworkalone.Butthedefinitionofcollabo
2、rationiselusiveanditisoftendifficultfororganizationstoputcollaborationintopracticeandassessitwithcertainty.Programevaluatorscanassistpractitionersconcernedwiththedevelopmentofastrategicalliancepred-icatedoncollaborationbyunderstandingandutilizingprinciplesofcollaborationtheory.TheStrate
3、gicAllianceFormativeAssessmentRubric(SAFAR)isanassessmenttoolthatcapturescentralprinciplesofcollaborationandhasbeenusedaspartofafour-stepevaluationprocesstohelpallianceleaders,managers,andmembersinSafeSchool/HealthyStudentInitiativestoquantitativelyandqualitativelygauge,celebrate,andco
4、mmunicatetherelativestrengthoftheircollaborativeendeavorovertime.Thecollaborationprinciplesandcorrespondingassessmentprocessesdescribedinthisarticlecanbeusedbyevaluatorsoflarge-orsmall-scaleinitiativesthatseektocapitalizeonthesynergisticpowerofthe“collaborativeeffort.”Anincreasingnumbe
5、roforganizationsarecomingtogethertoaddresscomplexsocietalis-sues.Mostintentional,inter-organizationalcollaboratives(i.e.,strategicalliances)articulatethecollaborativeeffortastheprimarymethodforachievingidealshortand/orlong-termgoalsthatwouldnototherwisebeattainableasentitiesworkinginde
6、pendently.Forexample,schoolviolenceisoneofthemostpressingandcomplexconcernsthatourcommunitiesfacetoday.Researchsuggeststhatschoolviolenceprevention,intervention,andresponsearemostef-fectivewhenawebofcommunityorganizationscometogetherincreativeandcollaborativeways(Dryfoos,1998;RTI,2003)
7、.Recognizingtheneedforsharedorganizationaleffortstoaddressschoolsafety,thefederalDepartmentsofEducation,HealthandHumanServices,andJusticelaunchedanunprecedentedjointendeavorcalledtheSafeSchools/HealthyStudentsInitiative(SS/HSI),acompetitivedemonstrationgrantinexistencesince1999,which
