2、eform(hereinafterreferredas“theOpinions”),fivereformprogramsshouldbecarriedoutwithemphasisfrom2009to2011.Firstly,acceleratetheestablishmentofthebasicmedicalsecuritysystem.Secondly,preliminarilysetupthenationalessentialmedicinessystem.Thirdly,improvethegras

3、s-rootshealthcareservicessystem.Fourthly,graduallypressaheadwiththeequalizationofbasicpublichealthservices.Andfifthly,pushforwardpilotprojectsforpublichospitalreform.Theimplementationofthefivepriorityreformprogramsaimsateffectivelysolvingtheproblemof“diffi

4、cultandcostlyaccesstohealthcareservices”,whicharousesintensepublicconcerns.Inpromotingtheestablishmentofbasicmedicalsecuritysystem,allurbanandruralresidentswillbeincludedintothesystemtoeffectivelyreducetheburdenofdrugexpensesontheindividuals.Inestablishing

5、thenationalessentialmedicinessystem,andimprovingthegrass-rootshealthcareservicessystem,itwillbemademoreconvenientforresidentstoaccessinghealthcareservices;theroleofthetraditionalChinesemedicine(TCM)willbebroughtintofullplayandthepricesofhealthcareservicesa

6、nddrugsbereduced.Inpromotingthegradualequalizationofbasicpublichealthservices,allurbanandruralresidentsshouldbeentitledtobasicpublichealthservices,forpreventionofdiseasestothemaximumextent.Incarryingoutpilotprojectsforpublichospitalreform,effortswillbemade

7、toimprovetheservicequalityofpublichealthcareinstitutionsandtomeetthedemandofthepeopletohave“convenientandaffordableaccesstohealthcareservices”.Theimplementationofthefivepriorityreformprogramsaimsatactualizingthecommonwealnatureofhealthcareundertakings,andi
