1、ARTICLESDELIVERINGJOINED-UPGOVERNMENTINTHEUK:DIMENSIONS,ISSUESANDPROBLEMSTOMLINGIntheUK,joined-upgovernment(JUG)wasacentralpartofthefirstBlairgovern-ment’sprogrammeforpublicsectorreform.Itremainsapivotal,ifmoremuted,featureofthesecondterm.Wewillidentifytherangeofdisparateactivitiesthathavebeenbranded

2、as‘joinedup’.Wethenlookatthevarietyofofficialguidancecomingfromthecentreofgovernmenttohighlighttheoverlappingandcompetingstrategiesthatunderpinnedtheimplementationofjoined-upgovernment.Variouscompetingstrategieshavebeenadvocatedandimplementedatanyonetime.There-forethesituationwasmorefluidandmorecontes

3、tedthanmightbeinferredfromtheuseofthehomogenizingterm‘joined-upgovernment’.Weconcludebybrieflyconsideringwhatthisimpliesforourunderstandingofintra-staterelationships,oftherelationshipsbetweenpublicagenciesandcivilsociety,andtherelationshipbetweenJUGandthepoliticsoftheThirdWay.INTRODUCTIONForthefirstte

4、rmoftheBlairGovernment,joined-upgovernment(JUG)wasacentralobjectiveofpublicsectorreform.Muchwasexpectedofitandmuchwasclaimedonitsbehalf.Theagendaofpublicreformisnowmovingontoafocuson‘delivery’and‘qualityservices’ratherthan‘mod-ernizinggovernment’.However,joined-upgovernmentcontinuestoplayanimportant
