2、technicalandmanagerialdimensionsofthechallenge.Thispaperarguesthatpoliticalvalueconflictsformanessentialpartoftheexplanationforthereplicationofsiloswithincitystrategicpartnerships,thejoining-upinstitutionofchoiceatthelocalscale.AstudyofthelocalpoliticsofsocialinclusionintheBrit
3、ishcitiesofDundeeandHullrevealedastrongpartner-shipethos.However,thisethossustainedonlyashallowconsensusoverabstractgoals,atthesametimelegitimatingtheavoidanceofpoliticalvalueconflicts.Thematicpartnershipscomprisingin-terestgroupclusterswithdifferentpoliticalvaluesthereforetend
4、edtoreplicatesilopractices.Thepaperargues,consequently,thattheconsensualpartnershipethoscausedthedisplacementofvalueconflicts,inturncausingfragmentedgovernance.Itconcludeswiththreepropositionsforfurtherresearch.INTRODUCTIONAlldemocraticandtotalitarianregimesattempttocoordinateg
5、overnmentalandnon-governmentalactivityinpursuitofputativelycommongoods,oftenwithlittlesuccess(Bogdanor2005,p.2;Hood2005).Joined-upgovernment(JUG)canbeseen,says6,astheeternalandubiquitousprobleminpublicadministration(62004,p.131),thephiloso-phersstone(Mulgan2005,p.187).Certainl
6、y,therecentprominenceofJUGinUKandinternationalpoliticssuggeststhatitisyettobemastered(see,forexample,Pollitt2003).Thispaperarguesthatpoliticalanalysisoffersnewinsightsintothelimitsofcontem-poraryJUG.Itcontendsthatjoining-upeffortsdisproportionatelyemphasizetechnical,managerial
7、andculturalproblems,ignoringthefragmentaryeffectsofpersistentvalueconflict.Thepolicyandmanagementliteraturessometimesacknowledgethechallengeofpoliticsforcoordination(see,forexample,Peters1998;Ling2002),butthereremainsalackoftheoreticalandempiricalresearchexploringtheinfluenceofp
8、oliticsonJUG.Thepaperbeginstoaddressthislacunabyexaminingthep
