2、Understanding(MOU)istodocumentthecollaborativeeffortsbetweentheAnimalandPlantHealthInspectionService(APHIS)andtheFoodSafetyandInspectionService(FSIS)relativetoinspection,collectionandexaminationofimportedcookedmeatsforunderprocessing:animalhealthslaughtersurveillanceactivities;andinform
3、ationsharing.ARTICLE2-BACKGROUNDAPHISandFSISbothhaveresponsibilitiesrelativetoanimalhealthsurveillance:diagnostictesting;investigations:tracebacks;recalls;animalwelfare:animalandpublichealthconcerns:andinprovidingasafe,secure,wholesome,andeconomicalfoodsupply.Tocarryouttheseresponsibili
4、ties,APHIShaslaboratoryexpertise,facilities,andpersonnelavailabletoconducttestsonbloodsamplesandtissuespecimens;conductsamplecollectionforsurveillancepurposes;conductepidemiologicaltracesofanimalsandanimalproducts;andrespondtodiseaseoutbreaksandanimalwelfareconcerns.Similarly,FSIShasqua
5、lifiedpersonnelavailableinfederallyinspectedslaughterestablishmentstoinspect,observe,andreportevidenceofcommunicablediseasesatthetimeofslaughter.Bythetwoagenciesworkingcollaborativelyonforeign,endemic,andprogramdiseaseslaughtersurveillanceissues,theefficiencyandeffectivenessoftheprogram
6、sofbothagenciesisincreased.ThisMOUcancelstheMOUbetweenAPHISandFSISrelativetocooperationwithrespecttosurveillanceprogramssignedJuly6,2005.ARTICLE3-AUTHORITIESUndertheAnimalHealthProtectionAct,asamended(7USC8401etseq.)(AHPA),theSecretaryofAgricultureisauthorizedtoissueregulationsandorders
