3、vesselswithcrewsspeakingmanydifferentlanguagessinceproblemsofcommunicationmaycausemisunderstandingsleadingtodangerstothevessel,thepeopleonboardandtheenvironment.In1973theIMOMaritimeSafetyCommitteeagreedatitstwenty-seventhsessionthat,wherelanguagedifficultiesarise,acommo
4、nlanguageshouldbeusedfornavigationalpurposesandthatlanguageshouldbeEnglish.InconsequencetheStandardMarineNavigationalVocabulary(SMNV)wasdeveloped,adoptedin1977andamendedin1985.In1992theIMOMaritimeSafetyCommitteeatitssixtiethsessioninstructedtheIMOSub-CommitteeonSafetyof
5、NavigationtodevelopamorecomprehensivestandardizedsafetylanguagethantheSMNV,1985,takingintoaccountthechangingconditionsinmodernseafaringandcoveringallmajorsafety-relatedverbalcommunications.Atitssixty-eighthsessionin1997theIMOMaritimeSafetyCommitteeadoptedtheDraftStandar
6、dMarineCommunicationPhrases(SMCP)developedbytheIMOSub-CommitteeonSafetyofNavigation.TheDraftSMCP,followinginternationaltrials,wasamendedattheforty-sixthsessionofthisSub-CommitteeandfinalconsiderationgivenattheIMOMaritimeSafetyCommitteeatits[...]sessioninthelightofremark
7、sreceivedbytheOrganization.TheSMCPwasadoptedbytheIMOAssemblyin[...]asresolutionA.([...]).UndertheInternationalConventiononStandardsofTraining,CertificationandWatchkeepingforSeafarers,1978,asrevised1995,theabilitytounderstandandusetheSMCPisrequiredforthecertificationofof
