1、中文摘要我国法律援助制度建立以来，取得了令人振奋的进展，但是，对于我国这样人口众多，经济、法律资源不平衡的发展中国家来说，法律援助经费问题成为钳制我国法律援助工作发展的“瓶颈”．本文试图从法学角度探讨法律援助经费的理论基础、法律援助经费的国家责任，重点研究中国法律援助资金来源及筹措模式的构建．通过对西方主要国家的法律援助经费制度的介绍，对比说明我国目前在经费制度上存在的不足及外国可资借鉴的方法。我国政府一直在寻求解决经费“瓶颈”问题的各种办法，并取得了一系列的成效。法律援助经费是法律援助制度得以建立和发展的物质基础。世界各国法律援助的经费来源主要是政

2、府财政投入、民间捐赠、专项基金收益等。中国法律援助经费来源渠道不外乎也是这些方面，但由于财力有限，政府投入相对较少，已成为阻碍中国法律援助发展的一个重要因素。因此，要缓解法律援助经费短缺的问题，需要开发法律援助经费筹集的新途径．确立新思路，以创新、开放的思维来解决现实问题，一方面，政府直接投资要不断加大；另一方面，其他社会保障方式也应广泛参与，真正做到多渠道筹集法律援助经费，使我国的法律援助制度进一步完善，使更多的人获得法律援助．【关键词】法律援助法律援助经费制度国家责任诉讼保险筹集方式AbstractSinceourcountrylegalaids
