7、信息技术的蓬勃发展了。它改变了人们传统以来的思维方式和生活习惯。政府机构作为官与民之间的连接桥梁，在这种数字化浪潮中，如何更加充分、有效地利用自己的资源，借助信息技术的特点来履行自己的职能，更好地为民服务，是包括我国在内的众多国家近年来的热门话题。比如美国提出“利用信息技术再造政府”计划(ReengineeringThrou曲InformationTechnology)；加拿大政府提出“应用信息技术改造政府服务的蓝图”(BlueprintforRenewingGovernmentServicesUsingIT)；英国政府提出“直接政府”(DirectG
