4、fthefullpoweroftheBalancedScorecard.Ourexperienceinobservingandbuildingmorethan100scorecardsrevealsthatthefinancialandnon-financialmeasuresonaBalancedScorecardshouldbederivedfromthebusiness-unit'suniquestrategy.TheBalancedScorecardprovidesexecutiveswithacomprehe
5、nsiveframeworkthatcantranslateacompany'svisionandstrategyintoacoherentandlinkedsetofperformancemeasures.Themeasuresshouldincludebothoutcomemeasuresandtheperformancedriversofthoseoutcomes.Byarticulatingtheoutcomestheorganizationdesiresaswellasthedriversofthoseout

7、dperformancemeasurementsystemsattempttokeepindividualsandorganizationalunitsincompliancewithapre-establishedplan.ThemeasuresonaBalancedScorecardarebeingusedbyexecutivesinadifferentway—toarticulatethestrategyofthebusiness,tocommunicatethestrategyofthebusiness,and
