ows.Wediscusstwoapproachesforimplementingsuchcontrols:inone,thenetworkprovidesexplicitfeedbackstothetracsources,andintheotherthesourcesadjusttheirratesbasedonimplicitfeedbacks.The
4、nwediscussmodelsthatcouldhelpinsizingtheInternetforguaranteeingminimumthroughputstoelastic
