2、ionnetworkneedstobecontrolledtoavoidcongestion,toprovidespecialserviceto owsthatneedit,andtoprotectagainstoverloads.Inthispaper,weconsiderthecontrolofstore-and-forward(alsocalledelastic)tracintheInternet.We rstmotivatetheneedforfeedbackbasedcongestioncontrolsforelastictrac.Thesec

3、ontrolsprovideforfairsharingofthenetworkbandwidth,andhencedeterminehowbandwidthissharedbetweenelastic ows.Wediscusstwoapproachesforimplementingsuchcontrols:inone,thenetworkprovidesexplicitfeedbackstothetracsources,andintheotherthesourcesadjusttheirratesbasedonimplicitfeedbacks.The

4、nwediscussmodelsthatcouldhelpinsizingtheInternetforguaranteeingminimumthroughputstoelastic ows.Thesemodelsleadtoengineeringguidelinesandsuggesttheneedforbandwidthmanagementandoverloadcontrols.Finally,wepresentresultsfromanexperienceindevelopinganddeployingsuchcontrolsinacampusnetwo
