2、ormoftelecommunicationenterpriseinChinaandforeigncountriesandconcludedsomesuccessfulwaysinthereforming.ThemainidealofthispaperisthattheunsuitablepropertyrightsysteminthetelecommunicationenterpriseisthemaincausewhichleadstotheproblemsinChinesetelecommunicationenterprise.Toperfectit,fir

3、st,thegovernmentshouldclarifythestate-ownedpropertyrightsandlookfortheeligiblerepresent.Secondly,itshouldensurethatthestate-ownedpropertyrightscanbetraded.Thirdly,itshoulddiversifythepropertyrightsintheenterprise.Lastly,itshouldoptimizetheshareholderstructureintheenterprise.Tofulfillt

4、herequirementsabove,thegovernmentshouldtakethefollowingmeasures.First,thegovernmentshouldhandthemanagementrightstoprofessionalinvestmentinstitutions.Secondly,buildanefficientpropertyrightstradingmarket.Thirdly,bytransferringthesharesofthetelecommunicationenterprisetotheinstitutionsand

5、theinsideemployees,itcandiversifythepropertyrights.Lastly,thegovernmentshoulddecreasetheproportionofthestate-ownedpropertyrightintheenterprisetolessthanfiftypercent.Thispaperanalyzetheproblemsofourtelecommunicationenterprisefromtheperspectiveofpropertyrightsnotfrommarketstructure.Byst
