2、等国内外相关领域的研究现状进行了回顾和评述，阐述了建立公立医院综合评价系统的意义，界定了我国公立医院公益性和经济性的“双重”身份，并对与之相对应的评价指标进行选择，从社会绩效、经济效能和内部运营绩效三个方面构建了一个全新的公立医院绩效评价体系。与此同时，论文用专家咨询、因子分析和层次分析法对各级评价指标进行了筛选和优化、对不同指标的权重进行了确定，并运用描述性分析方法选取两所公立医院，按照己确定的评价指标体系进行了实证研究。研究结果表明，目前我国公立医院为充分贯彻公益性原则已采取了若干措施，取得了长足进步，但仍存在许多亟待解决的
