2、三个维度构建出了一套较为科学可行的城市总体规划实施成效评价指标体系。首先，本文分层次构建评价指标体系，同时运用综合分析法、理论分析法等进行指标的理论遴选，运用专家咨询法、重要隶属度分析、相关分析等方法进行筛选与检测，确定城市总体规划实施成效评价的核心指标。其次，为了检验指标体系的科学性和可操作性，本文进行了指标体系的实践检测和应用研究，选择合肥市总体规划（2006-2020）作为案例，运用模糊综合评价模型对其实施成效进行了实证分析，得到合肥市总体规划实施成效的评价结果，并针对结果进行分析，一方面对合肥市总体规划进行系统评
