1、中文摘要从20世纪90年代中期开始，大学生村官从无到有，快速发展。2008年中共中央在《关于选聘高校毕业生到村任职工作的意见(试行)》中指出，五年之内选聘10万名高校毕业生到村任职。近两年，党中央针对大学生村官政策陆续出台了指导性意见，要求继续选聘大学生到村任职，并完善到村任职长效机制。目前，大学生村官政策己经受NT全社会的关注。该政策有什么现实意义?实旌以来存在哪些问题?有哪些调整和优化的地方?各界对此有很多评论。本文立足于政策长效发展的角度，对此进行了详尽的论述。本文包括四个部分。第一部分叙述了本文的研究背景、研究意义、研究现状、研究方法、创新及不足之处；第二

2、部分介绍了大学生村官政策及其发展历程和政策实施的现实意义；第三部分试图分析大学生村官政策实施以来存在的问题及其原因；第四部分针对问题及原因，提出了构建可持续发展的大学生村官政策体系的基本思路。本文认为：大学生村官政策对于我国现阶段的社会发展具有多方面积极作用，应该继续实行下去，不过政策实施过程中存在许多问题，这影响了政策的时效性和长效性，因此建立健全此项政策体系是发挥村官作用的必需之举。关键词：大学生村官政策；政策分析：政策体系；政策创新黑龙江大学硕士学位论文AbstractSince1990’S，thevillageofficialpolicyforunderg
