1、贷款产生紧缩效应的结论。接下来对2004年前后进行对比发现2004年后资本监管较之前对我国商业银行的贷款产生了更为明显的紧缩效应。五是政策建议。首先监管部门在实施资本监管时，要尽量根据具体情况来实行有差别、弹性化的资本监管。同时也要适当的加大对资本状况良好的外资行的引入，借此来缓解国内商业银行在面对资本监管时可能做出的过度反应。其次商业银行也应该积极主动得来改变自身的资本充足率状况，一方面要改变商业银行传统的经营模式，优化资产结构，另一方面也要建立有效的资本补充机制，通过多种渠道来提高自身的资本充足
