1、论文摘要产权问题是经济体制研究中最重要的问题，林权是林业政策的核心。占我国森林面积一半以上的集体林地长期以来存在产权虚置、经营主体地位未落实等问题，成为严重制约林业发展的关键因素之一。新中国成立以来，集体林权制度经数次变迁，在发挥积极作用的同时，也存在制度安排上的缺陷。2003年以来，福建、江西等省相继开展集体林权制度改革试点，经数年实践，成效显著。2008年6月，中共中央、国务院颁发《关于全面推进集体林权制度改革的意见》，被称为“第三次土地改革’’的集体林权制度改革就此全面展开。显然，研究集体林区林权制度改革具有重要的理论意义

2、和现实意义。本文以产权理论、制度变迁理论以及市场和政府失灵理论为基础，从集体林权制度的历史沿革出发，分析了集体林权制度改革的内外部动因，认为集体林权制度改革是解放林业生产力的主要途径，是解决林业发展深层次矛盾的有效办法，是富裕林农、建设和谐农村的可靠保证。针对集体林权制度改革的进展情况以及出现的问题，本文分析了制约林改的若干因素，阐述了深化改革的基本思路，并提出深化集体林权改革的政策配套和对策措施。关键词：集体林；产权改革；制度创新AbstractPropertyrightproblemisconsideredasthemost
