1、基于层次分析法的青海PRED系统分析摘要伴随着人口的快速增长，人类社会活动和经济活动的广度和强度空前加剧，人与自然界之间的关系也日趋失调，人口、资源、环境和发展问题不仅成为困扰我国的普遍问题，更成为青藏高原地区面临的严峻问题。青海是青藏高原的重要组成部分，素有“世界第三极”、“江河之源"、“亚洲水塔’’之称。青海不仅具有生态上的特殊战略地位，其生态状况直接关系到青藏高原地区乃至国家的生态安全，而且还具有国土安全、社会稳定方面的特殊战略地位，关系到青海乃至中华民族的可持续发展。因此，研究分析青海PRED系统，探索一条人与自然和谐发展，青海生态安全得以保

2、障，民生改善与保障机制得以建立和完善，可持续发展能力不断增强的发展路径，具有非常重要的现实意义和深远的战略意义。本文围绕青海区域可持续发展之题，运用层次分析法，建立评价指标体系，选择评价区间，对青海PRED系统进行了定量分析与研究，同时引入全国平均水平因子进行分析对比，进而分析影响青海PRED系统能力提高的因素，并有针对性地提出青海区域可持续发展的对策建议。本文对青海PRED系统进行了系统地、相对全面的定量分析，具有一定的创新性。关键词：PRED系统，层次分析法，指标体系，青海，全国平均水平^QinghaiPREDsystemanalysisbase
