2、ecomeanimportantforceinNinghaiindustrialeconomicdevelopment.Inthe21stcentury,themoldindustrydevelopedslowlyandsoweretheoverallsizeofthebusinesstorise.Theproductinnovationandindustrialdevelopmentneedswerenotconsistent.NowNinghaimoldindustryisfacingamoredifficultenvironmentforthegrowthandachievessus

3、tainabledevelopmentandtoupgradethedifficultyofincrease,whichseriouslyrestrictedNinghaimoldindustry’supgrade.Accordingtothebasicprinciplesofeconomics,whenthemarketfailedtoallocateresources,thegovernmentshouldinterveneandparticipateinthedevelopment,managingandconfigingthemoldprofessionalhumanresourc

4、esinNinghai.BasedthebackgroundoftheupgradeinNinghaimoldindustry,adetailedanalysisofNinghaimoldhumanresourcesdevelopmentstatuswasshowedincludingthelevelofdemandfromindustrialrestructuringandupgradingplan.Thereare3factorsthataffectsthehumanresourcesdevelopmentinNinghaimoldindustry,suchasmoldechelonp

5、ersonneltraining,enterprisetalentmanagementlevelandsoon.Dongguan(GuangdongProvince),Shenyang(LiaoningProvince)andTaizhou(ZhejiangProvince)arethe3regionstousetocombinganalysisofmoldindustryexperienceofotherregionsofthecountryandtoexploretheroleofgovernmentresponsibilityandtalentdevelopmentinabrasiv
