2、0yearsofdevelopment,themoldindustryhasbecomeanimportantforceinNinghaiindustrialeconomicdevelopment.Inthe21stcentury,themoldindustrydevelopedslowlyandsoweretheoverallsizeofthebusinesstorise.Theproductinnovationandindustrialdevelopmentneedswerenotconsistent.NowNinghai

3、moldindustryisfacingamoredifficultenvironmentforthegrowthandachievessustainabledevelopmentandtoupgradethedifficultyofincrease,whichseriouslyrestrictedNinghaimoldindustry’supgrade.Accordingtothebasicprinciplesofeconomics,whenthemarketfailedtoallocateresources,thegove

4、rnmentshouldinterveneandparticipateinthedevelopment,managingandconfigingthemoldprofessionalhumanresourcesinNinghai.BasedthebackgroundoftheupgradeinNinghaimoldindustry,adetailedanalysisofNinghaimoldhumanresourcesdevelopmentstatuswasshowedincludingthelevelofdemandfrom

5、industrialrestructuringandupgradingplan.Thereare3factorsthataffectsthehumanresourcesdevelopmentinNinghaimoldindustry,suchasmoldechelonpersonneltraining,enterprisetalentmanagementlevelandsoon.Dongguan(GuangdongProvince),Shenyang(LiaoningProvince)andTaizhou(ZhejiangPr

6、ovince)arethe3regionstousetocombinganalysisofmoldindustryexperienceofotherregionsofthecountryandtoexploretheroleofgovernmentresponsibilityandtalentdevelopmentinabrasiveoptimizationprocess.Basedontheaboveanalysis,itwasshowedthattheroleofgovernmentandwhatthegovernment
