2、development,themoldindustryhasbecomeanimportantforceinNinghaiindustrialeconomicdevelopment.Inthe21stcentury,themoldindustrydevelopedslowlyandsoweretheoverallsizeofthebusinesstorise.Theproductinnovationandindustrialdevelopmentneedswerenotconsistent.NowNinghaimoldindustryisfa

3、cingamoredifficultenvironmentforthegrowthandachievessustainabledevelopmentandtoupgradethedifficultyofincrease,whichseriouslyrestrictedNinghaimoldindustry’supgrade.Accordingtothebasicprinciplesofeconomics,whenthemarketfailedtoallocateresources,thegovernmentshouldinterveneand

4、participateinthedevelopment,managingandconfigingthemoldprofessionalhumanresourcesinNinghai.BasedthebackgroundoftheupgradeinNinghaimoldindustry,adetailedanalysisofNinghaimoldhumanresourcesdevelopmentstatuswasshowedincludingthelevelofdemandfromindustrialrestructuringandupgrad

5、ingplan.Thereare3factorsthataffectsthehumanresourcesdevelopmentinNinghaimoldindustry,suchasmoldechelonpersonneltraining,enterprisetalentmanagementlevelandsoon.Dongguan(GuangdongProvince),Shenyang(LiaoningProvince)andTaizhou(ZhejiangProvince)arethe3regionstousetocombinganaly

6、sisofmoldindustryexperienceofotherregionsofthecountryandtoexploretheroleofgovernmentresponsibilityandtalentdevelopmentinabrasiveoptimizationprocess.Basedontheaboveanalysis,itwasshowedthattheroleofgovernmentandwhatthegovernmentshoulddointhehumanresourcesdevelopmentinNinghaim
