5、suitablecarparkingasasignificantreasonforshopperstopreferoutoftownshoppingcentres.InNewHavenConnecticut，Gov.Rowlandataceremonycelebratingtherenovationofthecity’slargestcarparkin2002declared:'ifyoudon’thaveparking,nothingelseworks’.Carparkhunting,thecir

6、culationofdriverslookingforaparkingspace,canbeamajorcontributiontocitycentrecongestion.Theproportionofcarssearchingforaspacewasfoundtobe26%whensurveyedinManhattanin2006,whileinBrooklynitwas45%.Thesituationisnotnew.In1927，asimilarsurveyinDetroitfoundthe

7、figurestobe19%and34%inseparatelocations.Thislongstandingproblemmayatlastbeassistedbytechnology.WhileiPhoneuserscannownotifyeachotherasspacesbecomeavailable，trafficplannerscannowtakeadvantageofrecentdevelopmentsintrafficmodelling，whichdemonstratethatcar

8、parkaccesscanbeincludedinroadtrafficsimulationmodelstosupportthedesignprocess.Carparklocationinurbanplanningpolicyislargelyconcernedwithoptimisingtherelationshipbetweencarparks，driversandtheirdestinations.Chargingregimesmaybeusedtoreduc
