4、rprocessesofcatchingupwiththeDCs.However,exceptforasmallnumberofeconomiesinEastAsia,thegapsbetweentheLDCsandtheDCshaveenlarged.RecentstudiesfindthatthepoordevelopmentperformanceintheLDCsislargelyattributabletotheirproblemsininstitutions,includingallkindsofmarketdistortionsandgovern
5、mentinterventions.MostLDCsinbothsocialistandnon-socialistgroupsstartedtoreformtheirinstitutionsintheearly1980s.However,thegrowthperformanceofmostLDCshasdeterioratedfurther.Inthispaper,wearguethatthepoorgrowthperformanceandmanyinstitutionaldistortionsintheLDCsaftertheWorldWarIIcanbe
6、largelyexplainedbytheiradoptionofaninappropriatedevelopmentstrategy.Motivatedbynationbuilding,mostLDCs,includingthesocialistcountries,adoptedacomparative-advantagedefying(CAD)strategytoacceleratethegrowthofcapital-intensive,advancedsectorsintheircountries.Manyfirmsinthoseprioritize
7、dsectorswerenonviableinopen,competitivemarketsbecauseoftheviolationoftheireconomies’comparativeadvantages.ForimplementingtheCADstrategy,thegovernmentsintheLDCsadoptedaseriesofdistortionsininputandoutputmarketstosubsidize/protectthenonviablefirms,resultinginrentseeking,soft-budgetco
