2、objectivesofChina’swesternregiondevelopmentstrategyarenotbeingmet,andwesuggestsomechangestoChina’sregionalgrowthstrategyforbetteroutcomesinthefuture.RespondingtoChina’srisingregionaldisparities,theGovernmentofChinaimplementedin2000astrategywiththeaimofboostingeconomicdevelopmentofthewes
3、ternregion,whichincludes12jurisdictionsofChongqing,Sichuan,Guizhou,Yunnan,Tibet,Shaanxi,Gansu,Ningxia,Qinghai,Xinjiang,InnerMongolia,andGuangxi.Thewesternregionaccountsformorethan70%ofmainlandChina’slandarea,some28%ofthecountry’spopulation,butonlyabout17%ofGDP.Theregionisalsorichinnatur
4、alresources,particularlyindepositsofcoalandnaturalgas.AlthoughtheWesternRegionDevelopmentStrategyisalonger-terminitiativethatseekstotransformtheeconomyandthesocietyofthewesternregionbythemiddleofthe21stCentury,theaimofthispaperwastwofold:toassesswhethertheStrategyisontracktomeetitslonge
5、r-termobjectives;and,ifwarranted,tosuggestamoreeffectivesetofregionalpoliciesforthefuture.Ouranalysisoftheofficialdatarevealsthatthewesternregion’ssharesofChina’stotalGDP,exports,imports,FDI,urbanemployment,andownfiscalrevenueshavefallensincethelaunchoftheStrategyin2000.Wedevelopedaregi
6、onalgrowthmodeltodeterminethekeydriversofeconomicgrowthinthewesternregionofChina.Ourresultssuggestthatinvestmentineducationandinfixedassets(butnotoncapitalconstruction)isbeneficialtowesternregion’sgrowth.Foreigntrade,infrastructure(intheformofbettertransportationandcommuni-cationsystems
