3、9tofindawayforChina’sRadioandTVuniversitiestoupgradetheirdistanceeducationdeliverymodefromthesecondgenerationtothethirdgeneration.Thethirdgenerationdeliverymodeisbasedonthenewlydevelopedinformationtechnology(IT)network,thusfurtherincreasingtheaccessofthedistanceeducationprogrammetoinc

4、reasingnumbersofadultsinthispopulouscountry,andtomeetthecountry’sdemandforamoreknowledge-basedandcre-ativeskillseconomy.Theprojecthasbeencarriedoutsuccessfullyinthepastyears,andhasresultedinseveraldevelopmentalaspects,suchastheconstructionofthebasicframeworkoftheskillstrainingprogramm

5、eunderthenetworkenvironment,themechanismforteaching,learningandmanagement,andthelearningsupportsystemandthequalitymonitoringandcontrollingsystem.Assuch,thispapergivesageneralintroductionofthisproject,withsomeanalysisanddiscussion.Theexperiencesandconstraintsfacedwouldbeavaluablerefere
