2、局PARTONEGENERALPROVISIONSArticle1TheseProcedureshavebeenformulatedinordertostrengthentheadministrationofforeigndebts，regulatetheactsofborrowingforeigndebts，enhancethebenefitofutilizationofforeigndebtfunds，andguardingagainsttheriskfromforeigndebts.Article2ForthepurposesoftheseProcedures，theterm“

3、foreigndebts”shallrefertothedebtsdenominatedinforeigncurrenciesforwhichdomesticinstitutionsareliabletonon-residents.Article3ForthepurposesoftheseProcedures，theterm“domesticinstitutions”shallrefertopermanentorganizationsestablishedwithinChinaaccordingtolaw，includingbutnotlimitedtogovernmentautho

4、rities，domesticfinancialinstitutions，enterprises，institutionsandsocialorganizations.Article4ForthepurposesoftheseProcedures，theterm“non-residents”shallrefertoinstitutionsandnaturalpersonsoutsideChina，andtheirnon-permanentorganizationsestablishedwithinChinaaccordingtolaw.Article5Basedonthetypeso

5、fdebts，foreigndebtsshallbeclassifiedintoloansfromforeigngovernments，loansfrominternationalfinancialinstitutionsandinternationalcommercialloans.1.LoansfromforeigngovernmentsrefertotheofficialcreditsborrowedbytheChinesegovernmentfromforeigngovernments；2.Loansfrominternationalfinancialorganization

6、srefertonon-commercialcreditsborrowedbytheChinesegovernmentfromtheWorldBank，AsianDevelopmentBank，AgriculturalDevelopmentFoundationoftheUnitedNationsandotherinternationalandregionalfinancialinstitutions；3.Internationalcommercialloansrefertothecommercialcreditsborrowedbydomesticinstitutionsfromno
