2、evelopmentofinternetinformationservices.Article2AnyonethatengagesininternetinformationserviceactivitiesinthePeople’sRepublicofChinamustabidebytheseProcedures.ForthepurposesoftheseProcedures,theterm“internetinformationservices”meanstheserviceactivityofprovidinginformationservicesthroughtheinternett

3、oonlinesubscribers.Article3Internetinformationservicesaredividedintocommercialandnon-commercialservices.Theterm“commercialinternetinformationservices”meansserviceactivitiessuchascompensatedprovisiontoonlinesubscribersthroughtheinternetofinformationservicesorwebsiteproduction,etc.Theterm“non-commer

4、cialinternetinformationservices”meanstheserviceactivityofnon-compensatedprovisiontoonlinesubscribersthroughtheinternetofinformationthatisinthepublicdomainandopenlyaccessible.Article4TheStatesubjectscommercialinternetinformationservicestoapermitsystemandnon-commercialinternetinformationservicestoar

5、ecord-filingsystem.Noonemayengageintheprovisionofinternetinformationserviceswithouthavingobtainedpermissionorcarriedoutrecord-filingprocedures.Article5Where,accordingtolaws,administrativeregulationsorrelevantStateregulations,engagementintheprovisionofinternetinformationservicesinrespectofnews,publ

6、ishing,education,medicaltreatment,health,pharmaceuticalsormedicalapparatus,etc.requirestheexaminationandconsentoftherelevantcompetentauthority,theconsentoftherelevantcompetentauthorityshallbeobtainedinaccordancewiththelaw,beforeapplyingforanoperatingpermitorcarryingoutrecord-filingprocedures.Artic
