3、nindustry,challenginghasopportunity.Therefore,ourcountryshouldbeinoppositiontohighlevelsofenvironmentalstandards,atthesametime,andtoadapttotheinternationaltrendofenvironmentalprotection,andadoptfeasiblemeasurestopromotethesustainabledevelopmentofChina'sforeigntrade
4、.ChinesetiesChinaannouncedatradesurplusofUS$26.9bnforJune,arecordnotjustinChina,butworldwide.Exportsgrewby27.1%yearonyear,toUS$103.3bn,while，importgrowthfellto14.2%.TheloodofChinesegoodsonworldmarketsiscreditedwithhavingsuppressedinflationarypressuresintheglobaleco
5、nomy.Atthelocallevel,however,governmentshavecomeunderstrengtheningpressurefromdomesticbusinesssectorstohalttheflowofgoodsthaterodetheirprofitmarginsand,inextremecases,threatentheirsurvival.However,governmentsaresharplyconstrainedintheirchoiceofresponses.Asamemberof
6、theWTO,Chinaisprotectedfromthemostdirectmethodsforrestrictingtradeflows:importtariffsandtradequotas.AlternativessuchaspersuadingChinatoadoptself-imposedexportrestraintsorhigherexporttaxesareunlikelytoprosper.ThisispartlybecausethegovernmentinBeijinghasshownitselfca
7、pableofresistinginternationalmoralsuasion.Butitisalsobecausethecentralgovernmentisnotalwaysabletoimplementcoherentpolicythatachievesspecificaimswithoutcausingproblemselsewhere.Forinstance,theannouncementlastmonththatexport-taxrebateswouldbereducedonarangeofproducts
