3、ity.Therefore,ourcountryshouldbeinoppositiontohighlevelsofenvironmentalstandards,atthesametime,andtoadapttotheinternationaltrendofenvironmentalprotection,andadoptfeasiblemeasurestopromotethesustainabledevelopmentofChina'sforeigntrade.ChinesetiesChinaannouncedatradesurplusofUS$26.9bnf
4、orJune,arecordnotjustinChina,butworldwide.Exportsgrewby27.1%yearonyear,toUS$103.3bn,while，importgrowthfellto14.2%.TheloodofChinesegoodsonworldmarketsiscreditedwithhavingsuppressedinflationarypressuresintheglobaleconomy.Atthelocallevel,however,governmentshavecomeunderstrengtheningpres
5、surefromdomesticbusinesssectorstohalttheflowofgoodsthaterodetheirprofitmarginsand,inextremecases,threatentheirsurvival.However,governmentsaresharplyconstrainedintheirchoiceofresponses.AsamemberoftheWTO,Chinaisprotectedfromthemostdirectmethodsforrestrictingtradeflows:importtariffsandt
6、radequotas.AlternativessuchaspersuadingChinatoadoptself-imposedexportrestraintsorhigherexporttaxesareunlikelytoprosper.ThisispartlybecausethegovernmentinBeijinghasshownitselfcapableofresistinginternationalmoralsuasion.Butitisalsobecausethecentralgovernmentisnotalwaysabletoimplementco
