3、ringtheUruguayRound,forginganagreementintheagriculturalareaisboundtoproveextremelydifficult.Progressintheagriculturalnegotiationswaskeytopersuadingtheunconvincedthatanew“DohaRound”oftradenegotiationsisusefulandfeasible.Second,theDohadeclarationmadeagriculturalnegot
4、iationsonepartofa`singleundertaking'tobecompletedbyJanuary1,2005.Thatis,inatake`all-or-nothing'scheme,countrieshadtoarriveat,andbeboundby,agreementsinallareasinwhichnegotiationsweretobeinitiatedinthenewround.Thismeansthatifagreementisnotworkedoutwithregardtoagricul
5、ture,therewouldbenochangeinthemultilateraltraderegimegoverningindustry,servicesorrelatedareasandnoprogressinnewareas,suchascompetitionpolicy,foreigninvestmentandpublicprocurement,allofwhicharecrucialtotheeconomicagendaofthedevelopedcountries.Thefactorsmakingagricul
6、turethestickingpointonthisoccasionarenumerous.AsinthelastRound,thereislittleagreementamongthedevelopedcountriesthemselvesontheappropriateshapeoftheglobalagriculturaltraderegime.TherearesubstantialdifferencesintheagendaoftheUS,theEUandthedevelopedcountrieswithintheC
7、airnsgroupofagriculturalexporters.Whentherichandthepowerfuldisagree,aglobalconsensusisnoteasytocomeby.Butthatisnotall.Evenifanagreementisstitchedupbetweentherichnations,ThisisbecausetheoutcomesintheagriculturaltradeareasincetheimplementationoftheUruguayRound(UR)Agr
8、eementonAgriculture(AoA)beganhavefallenfarshortofexpectations.InthecourseofRound,advocatesoftheURregimehadpromisedglobalproductionadjustmentsthat
