4、OPINIONCONSULTATIONHISTORYInformalconsultationforthe2006ComprehensiveConservationPlan(2006CCP)beganinOctober2001.OnOctober31,2001alistoffederallylistedthreatenedandendangeredspeciesthatmayoccuronCrabOrchardNationalWildlifeRefuge(CONWR)wasprovidedtotheRefugeManagertoassi

5、stindevelopmentoftheCCPandEnvironmentalImpactStatement.InJanuary2002,ameetingwasheldwithRefugeandRefugePlanningstafftodiscusstheCCPandSection7process.OnJanuary15,2003amemorandumwasprovidedtotheRefugeManagercontainingcommentsontheinternalreviewdraftoftheDraftEISandCCP.On

6、January10,2006amemorandumwasprovidedtotheRefugeManagercontainingcommentsonthepublicreviewDraftEISandCCP.Thismemorandumprovidedanupdateofthelistedspeciesthatmayoccurontherefuge,identifiedtheactionareaforpurposesofSection7consultationandidentifiedthetimeframesrequiredforc

7、ompletionofconsultation.TheBiologicalAssessmentfortheCCPwasreceivedonApril11,2006alongwitharequesttoinitiateconsultationregardingtheeffectsoftheproposedactionontheendangeredIndianabat(Myotissodalis).AmemorandumdatedApril20,2006wasprovidedtotheRefugeManagerwhichidentifie
