2、idintegrationintoglobalizationofproduction,andleap-froggingofavailabletechnology.Electroniccommerceintegratesthedomesticandglobalmarketsfromitsveryinception.Negotiatingontradeissuesrelatedtoelectroniccommercewilldemandself-inspectionofkeydomesticpolicies,particularlyinte
3、lecommunications,financialservices,anddistributionanddelivery.E-commerceisnotaservice,noragood,butsomethingthatiscomprisedofboth.InthecontextofWTOcommitments,embracingthisideacouldleadtoaliberalizingbiasinfavorofelectronicdeliveryofgoodsandservicesascomparedtodeliverybya
4、scheduledmode.Ratherthanviewthisoutcomewithalarm,developingcountriesshouldencourageitasapositiveforcethatfurthersthedevelopmentbothofelectroniccommerce,aswellasengendersdeeperliberalizationandderegulationthroughouttheeconomy.Electroniccommerceanditsrelatedactivitiesovert
5、heinternetcanbetheenginesthatimprovedomesticeconomicwell-beingthroughliberalizationofdomesticservices,morerapidintegrationintoglobalizationofproduction,andleap-froggingofavailabletechnology.Sinceelectroniccommerceintegratesthedomesticandglobalmarketsfromitsveryinception,
6、negotiatingontradeissuesrelatedtoelectroniccommercewill,evenmorethantradenegotiationshaveinthepast,demandself-inspectionofkeydomesticpolicies,particularlyintelecommunications,financialservices,anddistributionanddelivery.Becausethesesectorsarefundamentaltotheworkingsofamo
7、derneconomy,liberalizationherewillreboundtogreatereconomicwell-beingthancomparableliberalizationinmorenarrowlyfocussedsectors.Thus,thedesiretobepartofthee-commercewavecanbeapowerfulforcetoerodedomesticvestedintereststhathaveslowedtheliberalizationofthesesectors.“Electron
