1、THEREPUBLICOFUGANDAENVIRONMENTALMANAGEMENTINUGANDA’SOILANDGASSECTORJANUARY20111.INTRODUCTIONOilandGasExplorationactivitiesintheAlbertineGraben(AG)ofUgandahavehada90%successrate,with44ofthe48explorationandappraisalwellsdrilledencounteringoilandgasshows.Uganda’soilandgassectoriss

2、tillattheinfancystage,withthefirstcommercialdiscoveryofoilinUgandahavingbeenmadein2006.Activitiestodatearestillattheexplorationstage.Ofthe18oiland/orgasdiscoveriesmade,five(Mputa,Kasamene,Kingfisher,WaragaandNzizi)arenowatFieldDevelopmentStage.ExplorationforhydrocarbonsinUganda

3、startedin1926withdocumentationof52oilseepsalongtheshoresofLakeAlbert.Theactivitiessloweddowninthe1930suptothe1980smainlyduetoWorldWarIIandthepoliticalupheavalsinthecountry.Therevivalperiodstartedinthe1980swiththeacquisitionofaeromagneticdataandculminatedintherecentdiscoveries.T

4、hemostprospectiveareainUgandaistheAlbertineGrabenthatrunsalongtheWesternborderofthecountry.ThisregioncoincideswithaverysensitivebiodiversityecosysteminAfrica.Inordertotakeforwardtheexplorationinaverysensitivearea,Governmentputinplacemeasurestosafeguardtheenvironmentandgovernthe

5、sector,whichincluded;•TrainingofUgandansintheoilandgassectorrelateddisciplinescommencedin1986.•Establishmentofregulatoryframeworkforthesector;Petroleum,ExplorationandProductionAct1985andRegulations1993.•RequirementforEnvironmentalImpactAssessmentsforoilandgasprojectsasprovidedf

6、orintheNationalEnvironmentActCap153.•Stakeholderengagementsinalloilandgasprojectsisemphasizedrightfromthebeginning.•Multi-institutionalmonitoringinitiatedearlyinthesector’sdevelopment.Thoughtheoilandgasdiscoveriesmadehaveprovidedopportunities,theyhavealsocomewithsomechallenges.

7、Toaddressthechallenges,theNationaloilandGaspolicyforUgandawasdevelopedthroughawideconsultativeprocess.Thepolicyhasoneofitsobjectives“Toensurethatoilandgasactivitiesareundertakeninamannerthatconservestheenvironmentandbiodiversity”.Thepolicyalsoproposeskeystrategiestobeundertaken
