5、asfacilities.ThisauthorizationreducesoreliminatestheneedforsitespecificwastedischargeapprovalsorpermitsforfacilitiestowhichtheOGWRapplies.TheOGWRappliestomostupstreamoilandgasfacilities,exceptforlargerfacilitiessuchassourgasplantsorlargecompressorstations.Dependingon

6、theparticularwaste,otherregulationsalsoapply.TheOGWRincludesrequirementsforthequalityofdischarges,dischargeprocedures,ambientairqualityresultingfromthesedischarges,submissionofinformationandfeestotheMinistryofEnvironment(MoE),andcompliancewithotherregulationsandguida

7、nce.Iftheserequirementsarenotmet,thenthereisnoauthorizationundertheOGWR.Oilandgasactivitiesare"prescribed"intheWasteDischargeRegulation(WDR),andthereforerequiresomeformofauthorizationunderEMAtodischargewastestotheenvironment.TheOGWRgrantsauthorizationtodischargespeci
