1、首都经济贸易大学硕士学位论文WTO框架下我国钢铁业运用保障措施研究姓名：吕(丰刀女)莲申请学位级别：硕士专业：产业经济学指导教师：刘燕一20040301内容提要保障措施作为世界贸易组织所允许的三大贸易救济手段之一，是进口国经济上的一个“安全阀”。近年来，世界经济一直低迷，美国经济出现衰退，导致全球贸易萎缩，加剧了钢铁业国际市场的竞争。在这一重要国际背景下，各国钢铁业寻求贸易保护的呼声高涨，导致各国积极采取贸易措施，以限制进口。保障措施正在成为国际钢铁贸易中的焦点问题。钢铁业在国民经济的发展中具有极为重要的战略地位。入世后随着市场的开放，我国钢铁业面I临日益激

2、烈的国际竞争。美国启动201条款引发了国际钢铁贸易战，我国作为WTO的新成员，如何积极主动地运用保障措施来有效维护国内钢铁业的合法利益是我们面临的重要课题。本文以美国的201钢铁案为大背景，将W'l'O框架下的贸易救济手段之一——保障措施与钢铁业结合起来研究，介绍了保障措施在世界钢铁业中的运用情况。随后，对我国入世后的第一起保障措施案进行剖析，指出其得失所在，并就今后如何使用保障措施、如何应对别国启动的保障措施给出了建议。关键词：钢铁业贸易救济保障措施201条款ABSTRACTAsoneofthethreetraderemedymeasuresauthori
