3、alreactioninmanpowerdraft,ineconomicstrain,interms,indeed,ofourverywayoflife. Thereisinjournalismawidespreadviewthatwhenyouembarkoninterpretation,youareenteringchoppyanddangerouswaters,theswirlingtidesofopinion.Thisisnonsense. Theopponentsofinterpretationinsistthatthewriterandtheeditorsha
4、llconfinehimselftothe“facts”.Thisinsistenceraisestwoquestions:Whatarethefacts?And:Arethebarefactsenough? Astothefirstquery.Considerhowaso-called“factual”storyconesabout.Thereportercollects,say,fiftyfacts;outofthesefifty,hisspaceallotmentbeingnecessarilyrestricted,heselectstheten,whichhecon
5、sidersmostimportant.ThisisJudgmentNumberOne.Thenheorhiseditordecideswhichofthesetenfactsshallconstitutetheleadofthepiece(Thisisimportantdecisionbecausemanyreadersdonotproceedbeyondthefirstparagraph.)ThisisJudgmentNumberTwo.Thenthenighteditordetermineswhetherthearticleshallbepresentedonpageo
