3、useanyeventintheinternationalareahasalocalreactioninmanpowerdraft,ineconomicstrain,interms,indeed,ofourverywayoflife. Thereisinjournalismawidespreadviewthatwhenyouembarkoninterpretation,youareenteringchoppyanddangerouswaters,theswirlingtidesofopinion.Thisisnonsense. Th
4、eopponentsofinterpretationinsistthatthewriterandtheeditorshallconfinehimselftothe“facts”.Thisinsistenceraisestwoquestions:Whatarethefacts?And:Arethebarefactsenough? Astothefirstquery.Considerhowaso-called“factual”storyconesabout.Thereportercollects,say,fiftyfacts;outoft
5、hesefifty,hisspaceallotmentbeingnecessarilyrestricted,heselectstheten,whichheconsidersmostimportant.ThisisJudgmentNumberOne.Thenheorhiseditordecideswhichofthesetenfactsshallconstitutetheleadofthepiece(Thisisimportantdecisionbecausemanyreadersdonotproceedbeyondthefirstpar
