3、heinternationalareahasalocalreactioninmanpowerdraft,ineconomicstrain,interms,indeed,ofourverywayoflife.  Thereisinjournalismawidespreadviewthatwhenyouembarkoninterpretation,youareenteringchoppyanddangerouswaters,theswirlingtidesofopinion.Thisisnonsense.  Theopponentsofinterpret

4、ationinsistthatthewriterandtheeditorshallconfinehimselftothe“facts”.Thisinsistenceraisestwoquestions:Whatarethefacts?And:Arethebarefactsenough?  Astothefirstquery.Considerhowaso-called“factual”storyconesabout.Thereportercollects,say,fiftyfacts;outofthesefifty,hisspaceallotmentb

5、eingnecessarilyrestricted,heselectstheten,whichheconsidersmostimportant.ThisisJudgmentNumberOne.Thenheorhiseditordecideswhichofthesetenfactsshallconstitutetheleadofthepiece(Thisisimportantdecisionbecausemanyreadersdonotproceedbeyondthefirstparagraph.)ThisisJudgmentNumberTwo.The
