2、lopafunctionalunderstandingoftheirculturalinheritanceaswellastheabilitytocontributeinapositivemannertosociety.Educationoccursthroughthetradi-tionalinstitutionsidentifiedforthatpurpose,throughcontinuinginvolvementinadiscipline,throughcommunityprograms,and,inthebroadests
3、ense,throughpopu-larculture.Communityeducationincreasesbothcitizens'andplanners'knowledgeaboutaplace.Manyplannershaveurgedthatpubliceducationandinvolvementeffortsbein-tegratedthoroughlyintoeachstepoftheplanningprocess.Forinstance,accordingtoWilliamLassey,Ifplanningisto
4、besuccessful,amajorreorderingofpubliceducation,involvement,andcommunicationprocessesmaybenecessaryExistingscientificknowledgeabouteffectivecommunicationprocesses,andknowledgeabouthumanlearningprovidevastlyincreasedpotentialforpublicunderstanding,appreciation,andinvolve
5、mentinsignificantsocietaldecisions.Formaleducationmethodsfordiffusingin-formationandinternalizingknowledgearearchaiccomparedwithpotentiallearningcapabilityofthehu-manpopulation.Itisincreasinglyclearthatlifelongeducationalprocessesareessentialforadequatehu-manadjustment
6、tochangingjobrequirementsandlife-styles,buteffectivecommunicationofknowledgecrucialtopublicdecisionmakingisequallyimportantiftheplanetistosurvive(1977,74).Asaresult,communityeducationmustbebothfuture-orientedandongoing.Continuingeducationshouldassistpeopleinmakinglinka
7、gesbetweentheirindividualskillsandinterestsandlargerpublicis-sues.Withoutsuchlinkages,therulesandregula-donsdevelopedtoprotectpeople'shealth,safety,andwelfarewillbetreatedwithsuspicionbythosewhomtheyweremeanttoprotect.Althoughcommunityeducationandcitizeninvolvementshou
