3、esectorslikewinewhichhadnorealisticchanceofmakinganyrepayments.Astudywascarriedoutin2002toassessthecompetitivenessofthevariousagriculturalsectorstorapidlyinformfuturelendingprogrammes.Thisarticlereportsthisstudyanditsfindings.CreditshouldonlybeadvancedtosectorsinwhichKoso
4、vahaspotentialcompetitivenessintermsofitstradeparityprices.Itisshownthat,contrarytocommonbelief,domesticwheatproductioniscompetitive(Table3)andothersectorswithpotentialtosubstituteforimportsincludethemilkindustryandpotatoproduction,butKosovahasfewrealopportunitiestoexport
5、tocompetitive,internationalmarkets.Thereisashortageofinformationonagriculturalproduction,costsandprices,foodconsumptionpatternsandinternationaltradeinagriculturalandfoodproductsinKosova.Astatisticalinformationsystemisbeingsetuptoimproveavailability,reliabilityandtimelines
6、sofagriculturalstatisticsbutup-to-dateinformationtoassesscomparativeadvantagesandinternationaltradecompetitivenessisinshortsupply.HistoricallyKosovawasthepoorestprovinceofYugoslavia.In1995itsGDPwaslessthan$400percapita,atwhichtimethevalueofprimaryagriculturalproductionwas
7、$213million,35%ofGDPwhenfoodprocessingandforestryareincluded.Kosovahas400,000haofagriculturalland,85%intheprivatesector,10%inagricultural‘kombinats’andasmallamountinagriculturalco-operatives.Some60%ofthepopulationliveinruralareasalthoughonly15%aresolelydependentonfarmingf
