3、etitivesectorslikewinewhichhadnorealisticchanceofmakinganyrepayments.Astudywascarriedoutin2002toassessthecompetitivenessofthevariousagriculturalsectorstorapidlyinformfuturelendingprogrammes.Thisarticlereportsthisstudyanditsfindings.Creditshouldonlybeadvancedtosectorsin
4、whichKosovahaspotentialcompetitivenessintermsofitstradeparityprices.Itisshownthat,contrarytocommonbelief,domesticwheatproductioniscompetitive(Table3)andothersectorswithpotentialtosubstituteforimportsincludethemilkindustryandpotatoproduction,butKosovahasfewrealopportuni
5、tiestoexporttocompetitive,internationalmarkets.Thereisashortageofinformationonagriculturalproduction,costsandprices,foodconsumptionpatternsandinternationaltradeinagriculturalandfoodproductsinKosova.Astatisticalinformationsystemisbeingsetuptoimproveavailability,reliabil
6、ityandtimelinessofagriculturalstatisticsbutup-to-dateinformationtoassesscomparativeadvantagesandinternationaltradecompetitivenessisinshortsupply.HistoricallyKosovawasthepoorestprovinceofYugoslavia.In1995itsGDPwaslessthan$400percapita,atwhichtimethevalueofprimaryagricul
7、turalproductionwas$213million,35%ofGDPwhenfoodprocessingandforestryareincluded.Kosovahas400,000haofagriculturalland,85%intheprivatesector,10%inagricultural‘kombinats’andasmallamountinagriculturalco-operatives.Some60%ofthepopulationliveinruralareasalthoughonly15%aresole
