2、eninitiatedasajointinitiativeofAEWA,CMSandtheEuropeanCommission.Initially,theplanwasforeseentobeanEUplanonly,butwiththesupportandthelegalframeworkofAEWAandCMSitwasextendedtocovertheglobalrangeofthespecies.ThedraftingoftheplanhasbeencontractedouttoBirdLifeInternationalandhasbeenc
3、ompiledbyleadingexpertsonthespeciesNorbertSchaffer(RSPB,UK)andKeesKoffijberg(SOVON,TheNetherlands).Thisdraftrepresentsaversionthathadbeencirculatedamongstexpertorganisationswithinthespecies’range,andallamendmentshavebeenincorporated.Furthermore,thislatestdraftcontainsallcomments
4、receivedfromRangeStateswhicharenon-EUmembers.TheconsultationprocesswithintheEUwilltakeplaceviatheOrnisCommittee,andtheplanwillbeapprovedbytheEUataCommitteemeeting.TheTechnicalCommitteeisrequestedtoreviewthepresentlatestdraft,discussit,makeproposalsandamendments,ifnecessary,andto
