2、hernCalifornia12AssociationofGovernmentsandtheMetropolitanTransportationCommission.AstheStatedevelopsitsgoodsmovementinitiatives,theintegrityoflocalandregionalprocessesmustbemaintainedwhileaddingelementsthatbenefitfromastatewideapproach.BeginninginJune2004,theSchwa

3、rzeneggerAdministrationbeganaconcertedefforttoassemblegoodsmovementstakeholderstolearnaboutthechallengesandopportunitiesfacingthefutureofgoodsmovementwithintheState.TheinputgeneratedbythesemeetingsresultedintheformationoftheGoodsMovementCabinetWorkGroupinDecember20

4、04,co-chairedbySecretarySunneWrightMcPeakoftheBusiness,TransportationandHousingAgency(BTH)andSecretaryAlanLloydoftheCaliforniaEnvironmentalProtectionAgency(Cal/EPA).TheireffortsledtothepublicationoftheAdministrationGoodsMovementPolicy,“GoodsMovementinCalifornia,”in

5、January2005.SecretariesMcPeakandLloydthenconvenedaseriesof“listeningsessions”inLosAngelesonJanuary27,2005andMarch24,2005andinOaklandonFebruary11,2005,tohearfromthefullrangeofstakeholdersengagedorimpactedbygoodsmovementactivities.Collectively,thesesessionsattracted3

6、25participantswhoofferedspecificideasandrecommendationstoresolveissuesassociatedwiththegrowthofthegoodsmovementindustryandthemitigationofitsimpacts.ThedevelopmentoftheGoodsMovementActionPlanhasbeenatwo-phaseprocess.The“PhaseI:Foundations”report,releasedonSeptember2

7、,2005,characterizesthe“why”andthe“what”oftheState’sinvolvementingoodsmovementinthefollowingfoursegments:(1)thegoodsmovementindustryanditsgrowthpotential;(2)thefour“port-to-border”transportationcorridorsthatconstitutetheState’sgoodsmovementbackboneandtheassociatedin
