2、obalterms,withnoallowanceforthepossibilitythatdecision-makingmaybedispersedamongmanycountriesnorforthepossibilitythattheresourcemaybeunevenlydis-tributedoverthosecountries.Infact,ofcourse,theinternationaldistributionofmanyexhaustibleresourcesisextremelyuneven.Thissuggeststhepossibilitythatth

3、osecountriesespeciallyfavouredbynaturemightseektotakeadvantageoftheirpositionascollectivemonopolists,andthattheresource-deprivedcountriesmightseektoexploittheirpositionascollectivemonopsonists,eachgroupbyconcertedactionendeavouringtotwisttheinternationaltermsoftradeinitsfavour.Andevenintheab

4、senceofsuchaggressivebehaviourthereremainsaninterestingquestion:Inalaisser-faireworldhowmayweexpectthetermsoftradeandtheinternationaldistributionofconsumptiontoevolve?Weshallbeconcernedforthemostpartwithamodelworldwhichisverysimplebutwithinwhichitispossibletostudytheaboveissuesintheirpurestf

5、orm.Twocountriestradeinarawmaterial,extractedfromanexhaustiblestock,andinaconsumption-good,thelatterproducedbymeansoftherawmaterialandofotherfactors.Thefirstcountryownstheentireworldstockoftheresourcebuthasneitherthephysicalfacilitiesnortheaptitudesandskillsneededtoproducetheconsumption-good

6、.Thesecondcountryhasbothfacilitiesandaptitudesbut,ofcourse,lackstheresource.Internationalborrowingisruledout.Tobegin,itisassumedthateachcountryignoresitsmonopoly-monopsonyposition.Thepathoftheequilibriumcompetitivetermsoftradeunderworld-widelaisser-faireisdescribed,asarethetimepathsofconsump
