2、opriatestageofdecisionmakingonparwitheconomicandsocialconsiderations."Theriveletal.(1992)defineitas:"theformalised,systematicandcomprehensiveprocessofevaluatingtheenvironmentaleffectsofapolicy,planorprogrammeanditsalternatives,includingthepreparationofawrittenreportonthefindingsofthatevaluati

3、on,andusingthefindingsinpubliclyaccountabledecision-making."PerhapsthesimplestdefinitionofSEAisthatitistheenvironmentalimpactassessmentprocessappliedtopolicies,plansandprogrammes,keepinginmindthattheprocessofevaluatingenvironmentalimpactsatastrategiclevelisnotnecessarilythesameasevaluatingthe

4、mataprojectlevel.SEAismeanttobeacontinuoussourceofenvironmentalinformationthroughoutallthestagesofdecision-making,asshownbelow.Notethatthestagesdonotnecessarilyfollowsoneanother:forinstance,theidentificationofalternativesmayshowthatotheraspectsoftheenvironmentalbaselineneedtobeanalysed.Stages
