3、erityoflockdownmeasures,thestructureofnationaleconomies,thefiscalcapacityofgovernmentstocounterthecollapseineconomicactivity,andthequalityofgovernanceindifferentcountries.WEfoUNDTHATthestrictnessoflockdownmeasures,theshareoftourismintheeconomyandthequalityofgovernanceallplay
4、asignificantroleinexplainingdifferencesineconomiclossesindifferentEUcountries.However,publicindebtednesshasnotplayedarole,suggestingthatthattheEuropeanCentralBank’spandemicemergencypurchaseprogrammehasbeeneffective.preliminaryWEUSEDoURresultstoexplorewhysomesouthernEUcountri

6、nsfortheallocationoftheRRFbetweenmrecoveryandresilienceexpenditures.SupportingtherecoverythroughpacombinationofdemandandsupplyinitiativesisimportanttoensurearthatcountriesreboundasquicklyaspossiblefromtheCOVID-19crisis,ewithoutleavingtoomuchpermanentdamagetotheireconomies.Bu
7、td,inmanycountries,especiallysomeofthesoutherncountrieshitwhardestbytheCOVID-19crisis,resilienceisamajorstickingpoint.Tooeoften,insomeofthesecountries,thepoorqualityofgovernancehasfohadanegativeimpactontheirresilience,astherelativelylargesizeofutheirGDPshockshasdemonstrated.
