2、成部分，该角度下的研究有利于丰富普遍服务义务基础理论，寻找其存在的法律支点，充实相关的法律规制，从而完善普遍服务义务制度。本文从普遍服务义务的涵义着手，分析普遍服务义务履行的特点和其他国家履行普遍服务义务的实践经验，给普遍服务义务下了定义，并总结出普遍服务义务的标准。揭示普遍服务义务在行政许可法上的重要位置。普遍服务义务与行政许可实施密切相关，相互依存。分析了我国普遍服务义务的履行现状，及在履行过程中存在的问题，并提出了相关的解决对策，对普遍服务义务进行更加详细的法律规范。关键词：普遍服务义务，行政许可法，福利社会ABSTRACTDirectlyinvolvedinthep
