1、第37卷第3期电力建设VO1．37．No．32016年3月ElectricPowerConstructionMar．，2016大用户直购电对清洁能源发展的影响分析燕京华，崔晖，韩彬，刘芳，李晓磊，戴赛，周京阳，赵昆(中国电力科学研究院，北京市100192)摘要：随着大用户直购电的逐步开展，有必要分析其对清洁能源发展的影响。对大用户交易电量需求与火电成本进行了分析，研究了不含直购电的大用户交易均衡状态，并在发电侧垄断和非垄断的大用户直购电情况下分析均衡状态。在均衡状态下，进一步计算火电企业的平均利润率，分析开展直购电前后的变化情况，结果表明，开展直购电后火电企业的平均利润率有所降低。在清洁能源全

2、额消纳的政策要求下，分析清洁能源的利润率。然后对比开展大用户直购电前后火电和清洁能源的平均利润率及其关系。通过比较分析，发现大用户直购电不会对清洁能源发展造成长期的负面影响。打破地区发电侧垄断，并制定好清洁能源的售电电价，非直购电情况下火电售电价格和大用户购电价格以及大用户直购电情况下的过网费等是促进清洁能源发展的关键因素。关键词：大用户；直购电；清洁能源；利润率；均衡状态-ImpactAnalysisofDirectPower-PurchaseofLargeUsersonCleanEnergyDevelopmentYANJinghua，CUIHui，HANBin，LIUFang，LIXiao
