1、中国初级卫生保健2013年6月第27卷第6期(总第330期)新型农村合作医{方A市新型农村合作医疗基金流向研究水陈芳芳①，马安宁①，盛红旗摘要目的了解A市新型农村合作医疗基金流向及变化趋势。方法搜集A市新型农村合作医疗季度报表以及统计年鉴资料，测算2o08—2011年基金的机构流向现状及变化趋势；对新型农村合作医疗政策制定与管理者进行访谈，了解政策变化以及政策实施等情况。结果A市新型农村合作医疗筹资水平不断提高。门诊与住院补偿基金占基金总额的比例分别在30．O0％以内和7O．o0％以上20o8—2Ol1年，住院补偿

2、基金流向县级医疗机构的比例由35．49％增加到53．36％，流向乡级医疗机构的比例由49．87％下降到31．59％。门诊补偿基金70．o0％左右流向了村级医疗机构。讨论在门诊和住院基金的流向上符合大病为主的设计理念；门诊补偿基金主要流向村级医疗机构，符合就近方便就医的原则；住院基金以流向县、乡两级为主，基金流向基本合理，但有向县级集中的趋势。建议加强政府保障，注重政策导向作用；加强基层卫生服务体系建设，提高基层医疗机构服务能力：加强费用控制，实行支付方式改革；加大宣传力度，促使参合农民树立合理的就医意识。关键词新型
